Method and accountability
Which sources we use, how we process them, and what the figures cannot tell you.
Sources
The analyses on this site are based on publicly available publications from Dutch grid operators, market platforms and municipalities:
- GOPACS, public reporting: spending, traded volumes and congestion notices. Consulted on 12 October 2026.
- Liander, congestion studies: expected relief date and whether congestion management can be used, per congestion area. Consulted from 24 July 2026 to 30 September 2026.
- Stedin, waiting list reports: requested capacity and number of requests on the waiting list. Latest publication 1 September 2026.
- officielebekendmakingen.nl (CC0): environmental permits for storage, data centres and hydrogen since 2024.
- Netbeheer Nederland capacity map: queue and congestion status per supply area.
What we do and do not publish
We publish only aggregated, derived analyses: totals, trends, ratios and what they mean. We publish no raw source data, no bulk files and no API. Every publication cites its source, with a link to the original publication. Anyone who wants to consult the underlying data should do so with the source holder.
Processing
- Annual totals are summed from the monthly and annual values the source publishes; we do not recalculate anything the source already aggregates.
- Amounts are nominal and not adjusted for inflation.
- Notices are counted in the year in which the notice was created.
- The grid operator "Alliander" is merged with "Liander". It is the same organisation under a changed name in the source data.
- The current year is incomplete by definition and is marked as such.
Known limitations
- Break in the series in 2024. The number of notices jumps between 2023 and 2024 by a factor too large to be purely physical. The growth of the platform and of the number of connected grid operators almost certainly plays a part. We cannot separate the two effects and therefore read the series only as a direction.
- Not all congestion goes through GOPACS. Problems that are solved with other contract forms, or not solved at all, do not appear in these figures. The series measures activity on one platform.
- Fields that only exist later. Some data fields are only filled from 2024. Where that is the case, we do not compare across the break.
- Snapshots. Our figures give the situation at the moment of consultation; that date is stated with every analysis.
Corrections
We correct errors visibly. A corrected analysis states what was changed and when. Have you found an error, or do you read the figures differently? Let us know via the contact page. Corrections from source holders take priority.
